屋主必须满足最低居住年数,2010年8月30日以后购买的组屋必须自住满五年才可以整套出租,之前购买的,没有得到政府补助的组屋自住满三年就可以整套出租,第一手买家和得到政府3万或4万补助的组屋自住满五年可以整套出租。
To sublet the entire flat, you need to satisfy the condition of a 3-year or 5-year Minimum Occupation Period (MOP).

Non-Permitted Subtenants不允许的租客
Non-Malaysian foreign construction workers; 非马来西亚籍建筑客工
Owners or tenants of existing HDB flats, except for 原HDB的屋主或租户,除非是
owners/tenants who are divorced/legally separated. However, only one of the divorced/legally separated parties is eligible to be a subtenant; 离婚或者合法分居,但是也只有一方可以租住房间
owners who are eligible to sublet their whole HDB flat. However, they must sublet their own flat within one month after they have rented an HDB flat from other flat owner. Failing which, they are required to resume occupation of their own flat;可合法出租整间屋子的屋主,但时他们必须在租住别的屋主的屋子一个月内租出自己的屋子,否则必须回到自己屋子。
Owners of existing Executive Condominium units where the 5-year minimum occupation period has not been met.
Corporate Subtenants
Owners may sublet their spare rooms to a corporate body to house its employees. However, they must :
ensure that the company allows only persons who meet the eligibility conditions of subtenants to stay in the flat (hereinafter referred to as the occupiers);
ensure that non-citizen occupiers have lawfully entered Singapore and are lawfully allowed to remain in Singapore; and
ensure that the occupiers comply with all the terms and conditions of subletting.
